Bugged Character Textures - Reinstall won't help

Since i re-installed my OS, I kept the GTASA and the SAMP on the other drive, so I got in, trying to play into some server but then I got this character texture bug-up on all skins and in all kind of servers. (I have PROPER VIDEO DRIVERS INSTALLED - so that should not be the reason) I tried reinstalling GTASA and SAMP, but I still get this very same thing..

Ideas?

It's working fine on single player, alltugh the Win7 problem center is saying I have a problem with gta_sa.exe
