First sorry for my English I hope that you will understand whats the problem..
This is what happens I played GTA SAMP for a six months and there was no problem, but before 1 month I tried to start up GTA SAMP and the computer don't start it. It just make a problem sound and it doesn't appear any window I tried several times but it doesn't start. I re-install the game, than I upgraded to SAMP 0.3e but there is no effect the game won't start at all. Just once it opens but when it starts there was single player not the multiplayer. I hope that you will understand whats the problem and that someone will have the solution.

Yes it works perfectly..

Sounds like what happens when you have a to high version of Gta sa.
Maybe you forgot to downgrade it when you re-installed it?
