No, you have to buy a root server, else the website which you got allows you to, but i don't think so

do you think it would be possible for the developers to make a server that would run on an android phone or a jailbroken iphone? make it constantly run off the 3g. three mobile have all you can eat data. so it wouldnt cost any extra on data usage.

How much data a SA:MP server uses purely depends on the amount of users you're holding, and any additional plugins (in-game radio, etc)

Let's say each user uses 4KB/sec each way, so 100 users would be 400KB/sec, which is 3.277mbit each way.
That's roughly 1TB bandwidth per month, if you're pushing 100 users constantly at that data rate.
Of course, you can multiply or divide that to match your projected users.

A single user uses approximately 0.50 kilobytes per second, up and down. I laughed at running sa-mp server of 3G though.
