It all depends on your internet speed, go check how much speed you have at http://speedtest.net

Its always recommended to purchase hosting from a provider, so you dont need to keep your PC on 24/7 and a lot of other factors.

500Kbps and 4Mbps are very low, you can't host a server with these download and upload speeds. I'll tell you why; They are currently represent as Mbps(millions of bits per second or megabits per second, a measure of bandwidth), in order to convert them to MB/sec(megabytes per second), you should divide them with 8.

Those are the results when dividing with 8;
Download Speed: 4000Kbps (500.0 KB/sec transfer rate)
Upload Speed: 500Kbps (62.5 KB/sec transfer rate)

Those results are very low, and won't be able to run a server. You could however, have ten to fifty players.
