Well, SA-MP Forums, ColorHost Forums, Volt-Host Forums, signature, advertise via statuses on ******** or MSN.
Also, have people invite their friends to your server.

Advertise on SA:MP forums or on another SA:MP related forums.

Or purchase a hosted tab slot.

Well, to start with you should open up a website/forum with good hosting (recomending http://easy-servers.co.uk), then add your site to a few free open directory's which will gain your web rank and get people outside samp into samp and joining your server, then help people out and upload scripting updates on the SA:MP forum till you gain 7 Reputation , then you will be able to advertise in the advertisement section, other then that you could buy Hosted tab from http://game-mp.com/ which will also gain you players.

No buy a Gameserver From Colorhost and Then buy the Addon of hosted tab And your server will be on Hosted tab
