As much as I know the limit for gamemodes in SA:MP is 16,but I didnt understand - is the limit of 16 gamemodes activated all at once or 16 gamemodes written in server.cfg?

It means there is a limit of 16 Activate Gamemodes.
There is no limit at the server.cfg
