Same im getting this problem on my server too
Im getting Incomming ConnectionsLot of but they not connected server
Im restart Server Then That good

The server have a gamemode that ever restarts at 3-15 min.
PS: The solution was turn off him and turn on again, but I still want a better way to solve.
