Hi, I want ask if someone now is weather website which could send SQL commands to mine database. Everything else is easy

That's hard to tell you...
Maybe if you create your own website, and add there some iframe from the weather website, and make a code that will send these sql commands... I am not very experienced in this part.

You can use the HTTP function too. There is an include called MWeather that gets real weather by using HTTP. I know someother guy that also used HTTP to get the weather from Yahoo.
