Second one isn't bug. In GTA SA SP you hear horn whenever you go up/down with hydraulics. Even driver hears it. I hear it always when I use hydraulics.

Both are reported and confirmed as bugs.
You shouldn't hear any horn sound when you use hydraulics (when you are the driver).
