I have tried moving it to .../Rockstar Games/GTA Sanandreas 2/
It worked but not for long.

Try delete gta_sa.set from My Documents/GTA San Andreas User Files.

Or total rename your gta floder. Ex: This_Is_My_Fav_Game.

They say that it doesn't happen in other servers.

Loading the game has nothing to do with the server.

I had this problem before, I just moved sa folder to desktop (and i still keep it there) and it works fine.
I just have a problem that each time i run it win 7 has to turn all of the cool effects for some reason, but game works fine.
