ok, whenever I try to run a server, the screen opens, my fire-wall pops open, then I disabled it
okay, the problem is
when i try to run my server, i click on sa-mp server, okay everything shows up, but then I go to MY ip and look, and it doesnt

Do you have the right port in the Server.cfg?

Are you trying to a) make a local test server for testing scripts or b) trying to make a server, hosted on your computer but accessable for other people too?
a)
Try this instead of writing the IP:
Add Server -> For the IP: localhost:[PORT]
b)
I wouldn't host a server on your own computer. It's a security risk and everything. I doubt that you are able to run it 24/7. And well, you have to make your computer accessable for others. That's, if I am not mistaken different for every case.
