Handling (Premier is a bit more "slimy"), bodywork (Premier is more "smoother"), acceleration, and maybe a couple tweaking stats such as vehicle damage.

The Premier strongly resembles a 1991-1994 Chevrolet Caprice, but it might be the 1991 or 1992,
the Elegant is larger and heavier, slight understeer is evident with the Elegant, it cannot reach quite the same speeds as the Premier.
