hey my external ip keeps changing if i pay money for someone to host my server and my ip changes again will people still be able to get on the server?

Where's the logic in that? If somebody else is hosting the server for you then why would it affect the server if your external IP changes?

noone is hosting my server yet but if i do get it hosted and the ip changes will people be able to play on it thats what im asking.

Yes people will still be able to play, simply because you aren't hosting it so if your external IP changes it wouldn't matter.

ok do you know any hosts that are trust worthy that payment method can be done by phone / mobile? as well as paypal ect

Search the websites of the hosts that interest you for payment options, if you cannot find any then try and contact them.
