I know there is a file in GTA where there are different hubcaps, but i thought i was never used..
Oh and also you'll see the numberplate is blank.

The intro car was a 'beta' police car with 2d wheels, it's not in the game nor is its rims. In the release it's 3d and a different texture though.

if you use ****** then there is a car mod that is the lspd car from cutscen and you can use it to replace the normal lspd car.

Ive founded and using now that

Taxi from Vice City has the same wheels as that ones on the LSPD police car in cutscene,
try to take the txd image from vice city .img file and put in san andreas instead of LSPD car wheels.

Guys no need. I've made a remade of this intro car bymyself its really easy with 3dsmax.
The texture of the wheel is in GTASADIRECTORY/models/generic/wheels.txd
and the model of LSPD and possible texture havent looked for that is in cutscene.img
