If you want that create a timer which respawns cars, or use AddStaticVehicleEx / CreateVehicle.

Well they don't, unless you set a timer so the un-used cars gets cleaned up every X amount of time.

Well it was fine in the previous versions of samp. And they dont get in in the car, they just push it and it stays there. In previous version when someone pushed an empty car after sometime it went back to its previous position.

No. Noone used the car and it respawned because when a player pushed the ar noone was inside of it. And i used and am using AddStaticVehicleEx with a no respawn delay (-1)

I just dont know. When the last time i had a server it was working good. When a player tried to push an empty vehicle after some time of pushing or leaving the pushed vehicle just got back to its previous position, but if a player was in the vehicle as a driver or passenger and the other player pushed the vehicle it stayed there forever unless it was drived away or respawned for some reason like death or server restart.
For short. You cant move an empty vehicle by pushing, hitting or hooking it with a vehicle that has a hook, because it gets back to its previous position. Just like you are trying to damage an empty vehicle by hitting or shooting it.
Now when a player runs into a empty vehicle and pushes it it stays where it was pushed and its very annoying because the place looks terrible because of the vehicles pushed all around.

Yea we get what your saying but we can't really do anything about it but script it ourselfs. And (if) that function ever existed then so be it plus I left sa-mp for 6 months so I don't know if that function was there, but really if that problem is bugging you, make a timer. If you need help, i'll make a code for your script in pm.
Cheers,
