Oh you mean SA:MP dedicated server? Download SAMP server package at http://sa-mp.com/download.php, place your gamemode into gamemodes folder, edit server.cfg and start your server by opening samp_server.exe application.

Yea, if you port forward. Once you have forwarded port 7777, go to www.whatismyip.com, copy your IP and give them. They will be able to join.
