Hey guys i dont no if its san andreas or what i was on xp few hours ago and i was getting 40-60 fps now i switched to windows 7 and i went ingame and im get 21 fps? idk what the hell is going on

Turn off the FPS-limiter in ESC-Menu->Settings->Advanced

Its already off when i hit tab and look at the playerstats the game all of a sudden starts to run real smooth and goes to 60 fps when i hit tab again graphics go down and goes down to 25 fps

Did you check that It is REALLY off?
Because 25FPS is the FPS-limiters default.

Edit: Try /fpslimit 100
