Umm, i hate to seem dumb in asking this but has version 0.3b been released in a beta version for certain people and certain servers?

I saw this server pop up up and its version is set as 0.3b RC1. I tried connecting and it wouldn't allow me to just like if you were using 0.2x trying to connect to a 0.3a version server.
