You mean Car Mods? Nope, it's not supported in SA-MP. Only you will be able to see your modded cars.

no but its almost one of em..i mean edit a vecle to show different details but will be visble for others .

Well if you use native objects and textures, then yes they can see your mod.

That's just his mod. It doesn't have any effect on others. Some mods (cleo's) may bug other players though.

The guy who made this video has installed those mods in his game. That's why it's visible in-video. But other's can't see it.
