The tutorial+quiz should be punishment for breaking the rules.

If you want a light RP server you can go with just a exceptional tutorial. If your opening a normal and up level roleplay it would be better to add a quiz.

Tutorial - Brief overview of locations
- Brief overview of server rules with the choice to view an extended version.
Quiz - Cut the bullshit. Don't put in questions like what does RP stand for?
- Give the player scenarios and pose 3 or so possible answers
eg. Joe Blow walks up to you, looks up to your name tag, and says 'Hey Bill'. Considering you have never met Joe before,
what rule is he breaking?
Good luck with your role play gamemode! And please ... make an attempt at being original.

* a roleplay script from scratch, not "an roleplay"
However, you should have a couple of questions for your quiz and then if they've got X/X answers correctly, they have a choice if they wish to sit the tutorial (if you fail it's mandatory).
