Hello. Could anyone point me to a script where a detective/hitman can locate your phone when it's turned on, and only then. FS's that I found didin't involved that function.

When the player does /togphone (off) then it would be unable to find him.

I hope someone can help me, thank you!

Get zones include. Then make those two simple commands (/togphone and /trace) and you are done.

I was more thinking that /locate command would show dot on the map for..10 seconds?
