Sa-mp crashes at 90% of loading VISTA

ok, so my friend has a problem with his sa-mp
after installing it on vista it didnt work anymore (he first had it on xp but his pc crashed )

1) SA-MP version: 0.3
2) Windows version: vista home premium 64 bit
3) Video card type:Nvidia GeForce GT 230
3) IP:Port (if any) of the server you are trying to play on.Doesnt matter, all servers doesnt work

5) If you are crashing loading SA-MP, please say whether GTA:SA single player works (test it). Single player works
6) Do you have any other GTA:SA mods installed? e.g. new vehicles. no

he deleted gta_sa.set from my GTA SA User Files folder.
he also deleted d3d9.dll from his folder
Also tried the windows 7 method but still dont work
reinstalled gta san andreas and also sa-mp

anyone help please?

Have you tried to run it as a admin / compatibility mod ?

i already said he deleted gta_sa.set :P

it's probable because he got 64 bits on a 32 bits program.

thats not true cause i know someone who played sa-mp on a
Vista Home Premium 64bit

I had a similar problem and I got a dll that puts gta in a window that seemed to fix it somehow.

Try this just unzip and put the dll file in your gta sa directory. :P

The one and only solution: UNINSTALL VISTA, AND INSTALL WINDOWS 7!!!

I apologize, however this may not be 100% relevant.

SA-MP was designed on XP, not Vista OR Windows 7. XP is the primary OS for SA-MP, though there could still be a fix for your issue. Have you tried searching around the forum for fixes?
