Its make the ids from the gangs or?
why I must set a limit from MAX_GANGS?
example I make MAX_GANGS 2000, then the max
amount of gangs is 2000 right?
But when I have a popular server, only 2000 gangs can create.
is it right?

Because a popular server have maybe more than 2000,
and its not so good if the maximum is limited.
