I saw one yesterday. They are these cars with crane-like attachments with a camera on top of them? Sorry for my shitty description, but I was positive that is what it was.

They don't have ****** or anything written over them. Just plain black cars with camera's on top.

I've never seen one, but they have street view for my town. If go look at my friends house on street view it shows him on the front porch lol
