Start with the basics from wiki.sa-mp.com.

Probably you've missed a return or something. Check the script (especially OnGameModeInit and OnPlayerSpawn) carefully.

Try mapping some interiors, as they're for professional mappers. Also try using the newest 0.3e objects.

You have to have the .amx file in the gamemodes folder of your server. Then launch 'samp_server.exe' which is located in your root directory of the windows server.
