Borrow a original DVD from somebody who has it and copy AUDIO folder from CD to your GTA SA install folder.

For LAN's, default gamemodes like Rivershell or Local Yokel are pretty good.

You should use HEX viewer or editor to look for special characters. Also, do "/rcon loadfs System" in chat or "loadfs System" in console work?
