If you have a dedicated server, maybe you could ask your host to block the IP at switch level?

Search through the Filterscripts board. There are loads which may help you.

Remove San Andreas completely, remove the files for SA in My Documents and reinstall it.

This problem can also be caused by FTP, if you upload the binary in a certain mode, it corrupts it, so download the binary from the SA-MP website.

You can always host the server yourself, but it would be very laggy if you have slow internet upload and a slow computer

Have you port forwarded?

What ever you do, don't use shell_exec(); or exec(); It's probably the most dangerous way of running the file, I would suggest something like the openSSH solution for windows.
