SA-MP does not feel alive compared to 0.2 days. My imagination is limited with SA-MP compared to MTA when it comes to creating interesting stuff.

Ubuntu 16.04 is the best one out there.

I haven't experienced any loss during gameplay in the servers I played on. It's probably just stopping the IP to give info to the users.
