Did you setup your MySQL database properly? If so, your host might not allow remote connections to the MySQL database.

Did you re-start your PC after disabling your firewall? Sometimes the firewall rules will still apply. I assume you have port forwarded port 7777 in your router.

You have to use a plugin or filterscript, else the user has to download and use software.

Just change SendPlayerMessage to SendClientMessage, else you need to define SendPlayerMessage.
