Your HDD performance isn't good enough. That is why it creates stutters. I had same issues with my old HDD.

He could barely run it. CPU is weak, ram is enough for low settings. Graphics seem to be integrated, so yeah, he'd either barely run it or not even run it.

1. Probably weather and daytime timers aren't set properly for each player. 2. Try to check writting into tables scripted part properly, there might be a mix of ID's or whatsoever.
