Its most likely all the vehicle/skin/weapons mods. They lagged my samp until i reinstalled it and it worked better than ever. It only lagged when I was near modded cars though. Hope i helped. XD

Make sure all the files are in the same exact file on your desktop, if that doesnt work, try to use the downgrading patch if its on a disk, i have never heard of a problem like that. Hope it works out...
