Nope,as already stated in alot of other threads,SA-MP cant shut servers down,they may only blacklist the IP so it wont show up on master list.

In the logs it say that all the plugins loaded ??no fails?and no error messages? Do you have teamviewer?if yes PM me the details

Check your server Log and post here the error...
