Hi. I'm new here, and I want to know if is needed to have the single player mode of GTA-SA to install SAMP or I can download it without the single player

In order to play SA-MP you must have San Andreas installed on your PC. It is only a modification not a standalone game.

pretty much what he means is, we ain't allowed to post what is called "warez" on these forums as its against the rules.
Anyway you use a downloaded San Andreas, its most likely to work for SA-MP but ofcorse your gonna need all the San Andreas Files, SA-MP doesn't require you to have the San Andreas CD to install it, But there is a requirement to run the game itself from San Andreas and that is needed, unless you use a well not best to say how. suggest you just buy the game, costs like 10 bucks here for DVD what i did while ago for 20$ lol.
