How i can do that if i write for exmple /battleWith [ID]
than i invite someone and he accept my invite and than after 10 seconds for exmple we teleported to some battle area and there we are fight and if i kill him i am the winner??

You are looking for a duelling system.

Click on this link: http://forum.sa-mp.com/index.php?board=62.0

Then in the Search box type in "Duel" and voila there should be some results for what you are looking for. Good Luck.
