HELL NO i build script, it changes your speed (player speed) in 0.2X! BY SCRIPTING!!! "BUTZ 1 HAZ N0 MOAR ITZ"
p.s. you think kye didn't hack GTA:SA: single player to create an MP mode?

Technically, you'll be able to change player running speed with SetPlayerVelocity,

and cars speed with SetVehicleVelocity

SetPlayerVelocity only works when the player isn't touching the ground (ever notice how if you change the gravity, it only takes affect when the player jumps or falls off a ridge?)
