Are we allowed to edit the GUI?
and are we allowed to publish this mods?
like only editing the .png.

I've never seen any previous GUI but I'd say the design on this one is pretty good.

it gets placed in the gta sa directory its the file which samp uses for the gui

I'd assume you can edit it, since it'll only appear for you..
