I once had this problem but I can't remember why. It had something to do with the compiler compiling fine but really there was a function that it didn't have or didn't work.

Download .NET framework again and install it then it should work.

One of two reasons:

You're calling a plugin that doesn't exist in your plugin folder/server.cfg
You're calling a function in one of your scripts that is either broken but is able to compile or doesn't exist
