When i Turn on my SAMP-Server.exe i see all this shit

This has never happened,

I couldnt use some of the commands or teles because everytime i did it restarted the server

You got to many parameters in some functions. Find all function which have 6 parameters

Well i think you have to change the parameter count to 5. I think that's what it is saying
