Iґd like to have a /me command global, so you e.g. type /me slaps Lunatik, then it should be displayed to all players: Mo3 slaps Lunatik. How to do?

How do I change color of the acual Text instead of Black I want light blue and how do I make it so only people around me see the text?

I know that the color code of light blue/teal is 0x00FFFFFF, or {00FFFF}.
