SA:MP v0.3 will have a max players of 500. The scripting release is only limited to 16 though. The full release will have up to 500.

The reason for this 16 slots ist, that this is only the beta version "and is being released so that 0.2X server owners can start testing their scripts on 0.3 and provide feedback about any problems."
