Make it so that if a player isn't in a car it can still be blown up?

I don't think you can do this,but you can do a timer that will fix your car every like 5 seconds.
this way it won't blow up at all.

Nah I own an RP server, I just think it would be more RP if you could blow up or damage a car while nobody was in it.

Not possible on 0.2x ... maybe it will be in 0.3 but I have no idea.
