Change your name to something less common (on the SA-MP program). Then join and play.

On servers? /register [enter your password here] then /login [your password here]

maybe , as hardcore said you are using a common name , try another

It depends loads by different scripts and different servers. Some have /register, while some asks you to register via their website. In any case, this is not an SA-MP issue, and does not have anything to do with it.
