This question is extremely vague. You need a fair bit of scripting knowledge. Depending on what aspects you want to implement, you can use the built in clan system, or you could script your own.

I suggest if you don't know where to start you look at admin/registration scripts or just use an existing script.

There is no one word answer for the question you asked, SA-MP was not designed solely with Families/Goverment organisations in mind.
