Weapons on The Ground in DM - RunLikeHell - 09.08.2009

Are their DM filterscripts or gamemodes (im kind of a n00b at scripting) that have weapons scattered throughout San Andreas or at least a city? I need a DM environment like GTA IV DM. Could someone please help?

Note: I DON'T want a spawnlist for weapons OR a Buy list.
