You need to forward both UDP and TCP.

You need to forward TCP not UDP.
Use this.
Application Name: SA-MP
Protocol: TCP
Port (Or Range): 7777 to 7777
Protocol Timeout (Seconds): 88400
Map to Host Port: 7777
Application Type: None(Default)
