He wants that clock shows him his local country time (GMT+3 since Germany is GMT+2).

That wont help.
Find a webpage that tells the time in Germany then use pwncurl to retrieve the contents of the page and strip it down to just the time (if needed) then set the time to that.

It's pretty simple to do.

Just add a value to the amount of hours that the server gets from the gettime() function so it equals whatever the hour is in your region.

Similar to the 'offset' option on this very forum.
