I do pay for the interent, thats why im here. and im getting a brand new computer with 320GB hardrive
with 4GB ram.

Yes, you have to pay for hosting (http://forum.sa-mp.com/index.php?topic=46697.0) unless you have a server at home with a good connection speed. You don't need to pay for scripting if you can do it yourself.

Well, AFAIK, it would be a rather slow server and if you wanted it 24/7 your parents might not like the electricity bill. Also you need to have a good internet connection. It is better to buy hosting if you do not know what you are doing.
