White screen on startup - typedef - 26.06.2009

When GTA:SAMP starts up it gives me 2 white screens then loads the spraypainting of the game title, like the regular startup of the game anyhelp?

That isnt why I used to run it but I reformatted my PC, so yeah now it doesnt work. I thinks it a directx file I need.
