Creating a Custom/New Map - The Fame - 01.06.2009

Hey does anyone know how to make a custom map like start one from scratch, so you can make you're own cities like Redback112 has done before, i want to know how cause i am going to start a project but i need to learn how to make a clear map first. Thanks
