No, there is not. The bumper, like all of the other Carparts are made in the .txd (wich btw is clientside only), So If you edit your .Txd, others wont see it anyways.
And why the heck would you wanna to that?

That is certainly not possible.
The car has to be either stuck in a ground or 'frozen',which you know can't be done in SA-MP.
